ESCO–O*NET Direct Links v1

What it is

This package holds 4,053 links between the occupation master of AI Changing Work (O*NET-SOC codes) and ESCO occupation concepts. The links and their match types are those of the ESCO-O*NET Crosswalk published by the European Commission (ESCO Secretariat) and the U.S. Department of Labor, Employment and Training Administration (USDOL/ETA) (version 1, September 2022).

AI Changing Work shows each ESCO occupation with the title the ESCO API currently returns. Where the ESCO text has changed since the crosswalk was made, AI Changing Work judged whether the change alters the occupation's scope, and left out the links where it judged that it does or where the judgments disagreed. These judgments were made by AI models.

The links and match types are not AI Changing Work's own mapping. This file is not the crosswalk as released by the European Commission or USDOL/ETA; the original is available at https://esco.ec.europa.eu/en/use-esco/other-crosswalks.

AI Changing Work has added no links of its own. It did three things:

1. ESCO occupations are shown with the titles the ESCO API returns, not with the titles in the crosswalk file.
2. Where an ESCO title or description has changed since the crosswalk was made, AI Changing Work judged whether the change alters the occupation's scope, and left out the links it judged to be changed or on which the judgments disagreed. These judgments were made by AI models.
3. Match types are given in AI Changing Work's wording (relation), next to the crosswalk's own value (crosswalk_match_type).

O*NET-SOC occupations and ESCO occupation concepts are linked directly, not via ISCO-08 (International Standard Classification of Occupations). The ESCO key is the occupation concept UUID (esco_uuid) and URI (esco_uri). The ESCO code (e.g. 2512.4) is left out because ESCO editions sometimes reuse a code for a different occupation.

Relations read from the O*NET-SOC side (definitions on p.9 of the crosswalk's technical report): onet_narrower = the O*NET-SOC occupation is narrower than the ESCO concept; onet_broader = the O*NET-SOC occupation is broader. This is the reverse of the usual SKOS reading.

Sources and editions

The crosswalk file has 4,253 rows: 4,210 to ESCO occupation concepts and 43 to ISCO-08 4-digit unit groups (exactISCO). It has no related match type.

AI judgments

The crosswalk's authors set the matches against the ESCO v1.1.0 titles and descriptions. The ESCO titles in this table are those the ESCO API returned later. Where the text has changed, it is unknown whether the match still fits the current text, so the links with changed text (compared after lower-casing and whitespace normalisation; 457 of 4,132 links) were handled separately.

• Zero word change (word_change_zero, 106 rows): where title and description have the same words and differ only in punctuation, whitespace or character encoding, the link is kept by rule, without a judge. That comparison is used only for comparing; the titles in this table are exactly as the ESCO API returned them.
• The rest were judged by AI models. The only question was: "Is the occupation the crosswalk's authors saw the same in scope as the one the ESCO API shows now?" The match types themselves were not judged again.

No row had A saying "scope changed" and X saying "same scope".

Columns

review_basis is added by AI Changing Work. It records whether the ESCO title or description has changed since the crosswalk was made and, if so, how that was judged: source_text_unchanged = same as the crosswalk's text after lower-casing and whitespace normalisation; word_change_zero = differs only in punctuation, whitespace or character encoding; judged_same_scope = words differ, and AI models judged that the occupation's scope is the same. It is not a check of whether the crosswalk's matches are right.

Row order: master_id → relation (exact, onet_narrower, onet_broader, close) → esco_uuid. UTF-8, LF, no BOM.

Limitations

• The match types are the crosswalk's; AI Changing Work did not judge them again. review_basis is not a check of whether the matches are right.
• The ESCO titles can differ from the ESCO v1.1.0 titles the crosswalk was made with.
• The scope judgments were made by AI models.
• 4 O*NET-SOC occupations lost all their links and are not in this table (they are in the crosswalk).
• Where an O*NET-SOC occupation has more than one exact link, that comes from the crosswalk file as is.
• ESCO occupation descriptions are not included. They can be fetched from the ESCO API by the concept UUID.
